在探讨战略本质与企业战略本质的基础上，就容易理解企业发展战略本质了。究竟什么是企业发展战略呢？我认为：企业发展战略是企业战略的种类之一，是对企业发展的谋略，是对企业发展中整体性、长期性、基本性问题的计谋。根据上述定义，企业发展战略有五个特征。在这五个特征中，一个是企业发展战略的本质特征，四个是企业发展战略的一般特征。企业发展战略的一般特征是任何企业战略都具备的特征。
